Sounds to me like your transit system needs to employ some of the Guardian Angels that the NY subway system used to (might still?); from your earlier post, I get the idea that the rail employees are less than efficient when dealing with these situations.

Yikes! I agree with Karen. Although this is coming from someone who won't ride the bus system because the people on the buses look too scary...
